[D] Figure 1 is a tool called the Policy Analysis Framework (PAF), which provides a logical and sequential model for the key steps in the policy decisionmaking process.

Step 1 is analyzing the problem to determine what is wrong and why.

Step 2 consists of Assessing and Selecting Options. This involves considering what values are at issue, what might be done as well as the anticipated outcomes and solutions, and the preferred option(s).

Step 3 is Supporting and Evaluating the Policy Choice, which addresses who needs to be informed and how information can best be presented, expectations from managers, and monitoring and evaluation of the policy's continued effectiveness.
