[D] Figure 3 compares the incidence of syphilis in St. Louis, MO, between 1995 and 1997 with that in other metropolitan areas. This graphic tool helped local officials understand the need for greater efforts to combat socially transmitted diseases. For St. Louis, the incidence rate for primary and secondary syphilis per 100,000 persons was 13.5; for Wichita, KS, the rate was 3.3; for Indianapolis, IN, the rate was 5.4; and for Minneapolis/St. Paul, MN, the rate was 0.8.
