The Farm Bill for 2003 will amend the Food Stamp Act in a number of ways.  The following unofficial summary of the Conference Farm Bill gives the major changes the bill is expected to make.
A Short History of the Food Stamp Program
The Food Stamp Act (PDF 554KB) governs the Food Stamp Program.  The current law was enacted in 1977, and is amended regularly.  The U.S. Senate staff maintains a compilation of the Act, as amended.

The Food Stamp Act of 1964.  The first Food Stamp Act.  The post-war Food Stamp Program started as a pilot program in 1961, under legislation passed earlier, and was formalized under the 1964 Act (PDF 27KB).
