Federal Regulations Significant to Veterans

[March 2001]


  • Cost-of-Living Adjustments and Headstone or Marker Allowance Rate - The Department of Veterans Affairs (VA) published a notice in the Federal Register, March, 28, 2001, of cost-of-living adjustments (COLAs) in certain benefit rates and income limitations. These COLAs affect the pension, parents' dependency and indemnity compensation (DIC), and spina bifida programs. These adjustments are based on the rise in the Consumer Price Index during the one year period ending September 30, 2000. VA is also giving notice of the maximum amount of reimbursement that may be paid for headstones or markers purchased in lieu of Government-furnished headstones or markers in Fiscal Year 2001, which began on October 1, 2000.
    Effective Date: December 1, 2000.

  • Appeals Regulations: Title for Members of the Board of Veterans' Appeals - The Department of Veterans Affairs (VA) published a proposed rule in the Federal Register on March 6, 2001, to amend VA Appeals Regulations to provide that a Member of the Board of Veterans' Appeals may also be known as a ''veterans law judge''.

  • Compensated Work Therapy/Transitional Residences Program - The Department of Veterans Affairs (VA) published a proposed rule in the Federal Register on March 6, 2001, to amend VA's medical regulations to establish provisions regarding housing under the Compensated Work Therapy/Transitional Residences program. These provisions are designed to ensure proper management, ensure reasonable payment rates for residents, and ensure that residents stay only for the time necessary to meet the intended goals.
