PROBLEM IDENTIFICATION
During the past five years the population
of San Diego, California has increased significantly, as has the incidence
of impaired driving, traffic crashes, and pedestrian fatalities in residents
over the age of 50. The San Diego Police Department's Traffic Division created
a DUI squad in 1992 dedicated solely to impaired driving enforcement, conducting
sobriety checkpoints, distributing educational materials to motorists passing
through checkpoints and providing public service announcements to local
media. However, the squad lacked adequate resources to keep pace with San
Diego's population growth.
GOALS AND OBJECTIVES
The City of San Diego Drunk Driving Enforcement Program was initiated in
1995. Specific goals of the program were to:
- Increase the number of DUI arrests prior to
their involvement in motor vehicle crashes, through sobriety checkpoints
- Reduce the number of crashes resulting from
speed violations, and reduce hit and run collisions
- Increase enforcement of pedestrian violations
- Educate the community on traffic safety issues
through an enhanced public awareness and education program
STRATEGIES AND ACTIVITIES
Traffic Division staff developed a series of targeted strategies to enhance
the department's existing DUI Enforcement and Traffic Safety Education Programs.
Officers became innovative, flexible and aggressive in their enforcement
efforts. Drunk Driving Enforcement Program activities aimed at keeping traffic
safety and responsible driving in the public eye included:
- Use of high profile DUI enforcement and sobriety
checkpoints
- Conducting seat belt and child safety restraint
checkpoints
- Extensive traffic safety education presentations
and exhibitions
- Developing and presenting additional public
service announcements
- Encouraging community involvement and participation,
as well as media coverage of enforcement efforts
RESULTS
In 1995, San Diego Police Department
program enforcement efforts resulted in a 34 percent reduction in alcohol-related
traffic crashes, 25 percent decrease in hit and run collisions, 21 percent
drop in speeding-related crashes, 13 percent fewer pedestrian crashes and
a 15 percent reduction in crashes resulting in injury. |
