Homeland Defense Level - Current Level Is ELEVATED
The Division of Emergency Management (DEM) is tasked with administering a program of Comprehensive Emergency Management, designed to reduce the vulnerability of the citizens and communities of this State to damage, to injury, and to loss of life and property by providing a system for the MITIGATION of, PREPAREDNESS for, RESPONSE to and RECOVERY from natural or man-made disasters.
Established in the Office of the Governor by the Texas Disaster Act of 1975 (Government Code, Chapter 418 [Off-Site]) and also operating under Homeland Security (Government Code, Chapter 421 [Off-Site]), the Division of Emergency Management has been placed under the control and direction of the Director of the Texas Department of Public Safety (DPS). The DPS Director appoints the State Coordinator to manage State DEM on a daily basis, and the Coordinator reports both to the Governor and to the DPS Director.
