Annual Statistical Report For Fiscal Years 1999 and 2000

Preface

The following Office of Child Support Enforcement (OCSE) Annual Statistical Report highlights financial and statistical achievements of the Child Support Enforcement program for fiscal years 1999 and 2000 and in some cases for fiscal years 1996 through 2000. The information is taken from state-submitted reports on program status sent to OCSE quarterly, for financial data, and annually for statistical data. Collection data are taken from form OCSE-34A and expenditure data from form OCSE-396A. Fiscal years 1999 and 2000 statistical data included in this report are taken from the OCSE-157 form. States use the OCSE-157 form to report caseload, orders and paternities established, medical support, staffing, and other statistical information to OCSE.

Some states have improved data reporting and implemented data clean-up projects in anticipation of the data reliability requirements of the Child Support Performance and Incentive Act of 1998 (CSPIA). Many data reporting requirements also changed in fiscal year 1999. Therefore, information reported for fiscal years 1999 and 2000 are not always comparable with data reported for previous years.

• This report shows that, in fiscal year 2000, $17.9 billion in child support payments were distributed and nearly 1.6 million paternities were established or acknowledged.
• The total child support caseload for FY 2000 was 17.4 million.
• There were 10.7 million cases with orders and 1.2 million new support orders were established.

The Child Support Enforcement (CSE) program is a joint Federal, state, and local partnership established to ensure that parents provide support to their children. Through this program, non-custodial parents are located, paternity is established, support orders are issued and enforced, and collections are received and distributed.

The CSE program includes 54 separate state and territory child support systems, each with its own unique laws and procedures. Programs are usually run by state and local human service agencies[1], often with the help of prosecuting attorneys and other law enforcement officials, as well as officials of family or domestic relations courts.

Child support enforcement services are available automatically for families receiving assistance under the Temporary Assistance for Needy Families (TANF) program. Child support collected, reimburses the state and federal governments for TANF payments made to the family. Child support collections above the TANF grant amount go directly to the family, as well as, some passthrough and disregard payments which are voluntarily made by some states. Child support services are available to families not receiving TANF who apply for such services, as well as, families who were formerly on TANF. Child support payments collected on behalf of non-TANF families are sent to the family.

CSE Program Boxscores and FY 2000 Peformance Indicator Scores

The following regional and individual state boxscores summarize the child support program based on data received from states. They provide regional and state summaries of statistical and financial data taken from the OCSE-157, 396A, and 34A reports. Data consist of collections, expenditures, caseload, paternities established and acknowledged, traditional and CSPIA cost effectiveness, support orders established, and full time equivalent staff (FTE). Following the state boxscores is the FY 2000 performance indicator scores which consist of the IV-D and statewide PEP, cases with support orders, collections on current support, cases with collections on arrears, and cost effectiveness. Please note that NA indicates that the data are not available at this time. Asterisks(*) indicates that the data are not reliable.

The following tables include program and financial data submitted to OCSE by the 50 states, the District of Columbia, Guam, Puerto Rico and the Virgin Islands. In tables where U.S. totals are shown, the totals do not always reflect the same number of reporting states and jurisdictions, as not all states have reported all data. Comparisons of U.S. totals for different fiscal years should be evaluated with this in mind.

Asterisks shown within these tables indicate data for that state did not meet the 90% federal data reliability standard for fiscal year 2000. If a state was unable to provide data, it is indicated by “NA.” Percent changes are positive unless specifically shown as negative. Some figures in the text and in the paragraphs of this report use rounded numbers.
