AFRL Lab Personnel Demo

What is Lab Demo?AFLPD Logo

In the most general terms, a demonstration project provides a means for testing and introducing beneficial change in Government-wide human resources management systems.  A Federal agency obtains the authority from the Office of Personnel Management to waive existing Federal human resources management law and regulations in title 5, United States Code, and title 5, Code of Federal Regulations, to propose, develop, test, and evaluate interventions for its own human resources management system to effectively manage its civilian workforce and shape the future of Federal human resource management.   The first of such demonstrations was conducted by the Human Resources department of the Naval Air Warfare Center at China Lake, California.  Now over twenty years old, that highly successful personnel demonstration has become a permanent part of China Lake's human resource management and stands as an example upon which all other personnel demonstrations have been modeled.

The Air Force Laboratory Personnel Demonstration is the first of what have been called, "the second generation of personnel demonstrations."  It was authorized under the 1995 Defense Authorization Act which permits the Secretary of Defense to conduct personnel demonstration programs "... generally similar in nature to..." China Lake at all DoD S&T Reinvention Laboratories.

In particular, the Air Force Laboratory Personnel Demonstration is a series of initiatives covering the acquisition, sustainment, separation, and resource allocation of AFRL's professional civilian workforce.  Within the framework of these four broad areas, fifteen interventions were developed to address several well-documented and historically sought-after improvements to the Title-V civilian personnel management system.  Of those fifteen, nine were designated specifically with the career management of the Laboratory's scientists and engineers in mind.

Since the Air Force Laboratory Personnel Demonstration was implemented in 1997, a number of other personnel demonstrations have begun.  For more information on personnel demonstration projects in general, be sure to visit the OPM demonstration projects website.
