MEMORANDUM FOR DIRECTORS OF PERSONNEL
On Thursday, July 6, 2000, President Clinton signed the executive order authorizing the Federal Career Intern Program. This program will serve as a tool to assist agencies in recruiting and attracting exceptional men and women who have a variety of experiences, academic disciplines, and competencies to help agencies meet their mission critical needs. Career Interns will be appointed in the excepted service for a 2-year internship that will include training and developmental opportunities. Upon successful completion of the internship, participants will be eligible for a noncompetitive conversion to the competitive service. The Office of Personnel Management will provide agencies with advice and guidance on designing a program that best suits their occupational needs. Agencies will create the required formal 2-year training component of the program. Employees who successfully complete the internship are eligible for noncompetitive conversion to the competitive civil service. We will be issuing interim regulations as soon as possible to implement this Executive Order. A workgroup of interagency personnel representatives are meeting this Thursday, July 13th to begin drafting the regulations.
