Meetings
|
Various meetings of the Board of Directors and committees are permitted in the Bylaws and reported on the NELAC website. Meetings of NELAC are open to the public, and opportunities for their comments are provided. The following two kinds of meetings of the conference are of note. |
NELAC holds an annual meeting to conduct business including, but not limited to: consideration and voting on proposed additions and amendments to the standard that have been submitted by ASDOs; election of officers; consideration of issues for presentation to the membership for voting; receiving reports from committees, task groups, or other sources; and conducting other business of NELAC. All final action on resolutions or proposals takes place at the annual meeting. Proposed additions and amendments to the standard are presented for voting by the SRC and must pass by a simple majority in both houses to be adopted by NELAC. The Board of Directors determines the place and dates for the annual meeting and publishes this information on the NELAC website at least 90 calendar days prior to the annual meeting. A competed registration for the annual meeting serves as the application for participation. Prior to the annual meeting, the Executive Secretary certifies the names of the Voting Members and their alternatives of the House of Representatives to the Board of Directors. The Nominating Committee presents, to the Board of Directors, nominees for all offices. The names and qualifications of the nominees are published in meeting announcements.
The following deadlines apply in preparing and submitting material for the annual meeting:
As soon as possible, but no later than 90 calendar days after the annual meeting, the Board of Directors makes available an updated roster of the Board of Directors, NELAC officers, committee members and chairs, and minutes and findings of the meeting to the participants. EPA publishes the revised standard as soon as possible but no later than 90 calendar days after the annual meeting. Changes in organization and/or procedures of NELAC proposed at the annual meeting are not acted upon until the annual meeting following the annual meeting at which it is proposed.
Interim meetings may be held to allow committees to meet and receive, consider, and debate issues and to consider submitted additions and amendments to the standard. The Board of Directors determines the place and dates for an interim meeting and publishes this information on the NELAC website at least 90 calendar days prior to the interim meeting. Conclusions and findings of an interim meeting are provided to the participants no later than 90 days following the interim meeting.
