  • The new Office of Management and Budget Circular A-11, guiding the FY 2000 budget process, is available on the web.
  • Agency FY 2000 requests were submitted OMB September 14, 1998. OMB passback occurred on November 24, 1998. The President's 2000 Budget was submitted to the Congress February 1, 1999.

Budget Resolution:
The Concurrent Resolution on the Budget on which Congress completed action April 15, determines, among other things, the total amount the Appropriations Committees have for their annual appropriations bills.

The House Appropriations Committee 302(b) allocations to the subcommittees set limits on the total amounts of funds the subcommittees may appropriate in their FY 2000 bills. For reference, the FY 1999 enacted levels for the Interior Subcommittee was $13.990 billion vice $11.341 billion here and for Energy and Water Development $21.649 billion vice $19.390 billion. The Senate Appropriations Committee 302(b) allocation for the Interior and Related Agencies bill is $13.575 billion in budget authority and for Energy and Water Development $21.280 billion.

Summary Information:


The Appropriations

  • The Energy and Water Development Appropriations Act, 2000, (P.L. 105-60) was signed September 29, 1999. A summary of the contents of the Act has been prepared by the DOI Office of Budget together with a table showing appropriations for the Department of the Interior's Bureau of Reclamation and Central Utah Project Completion Activity.
  • The initial Conference Report on the Interior and Related Agencies Appropriations bill for FY 2000 was filed Wednesday night, October 20, and the bill (H.R. 2466) was passed on the House floor that Thursday by a vote of 226 to 200. The Senate also cleared the Interior spending bill (by voice vote) Thursday. A table showing bureau-level appropriations at the initial Conference mark is available at this site. The White House announced shortly after passage that the President would veto this bill. The bill was never delivered to the President, and was eventually tabled.
  • The FY 2000 Interior and Related Appropriations Act is part of a consolidated bill, H.R. 3194. It was received by the White House on November 22 and was signed on Monday, November 29 (P.L. 106-113, "Making consolidated appropriations for the fiscal year ending September 30, 2000, and for other purposes," 113 Stat. 1501, 37 pages).

  • The complete summary of the passed version (passed November 19) of the Interior and Related Agencies Appropriations Act, FY 2000, H.R. 3423 fully describes the appropriations and legislation outcomes of the FY 2000 Act.
  • The FY 2000 Consolidated Appropriations Act included an across-the-board rescission of 0.38%. The Department of the Interior has some discretion in allocating this $31.346 million cut to its programs, projects, and activities.
  • The rescission was one of the outcomes of an extended period of negotiations between the White House and the Congress, during which the Government operated under a series of continuing resolutions, as follows:

    • FY 2000 began under a three-week continuing resolution <(H.J. Res. 68, P.L. 105-62), making continuing appropriations for fiscal year 2000. The President signed the CR September 30.
    • The House passed the second continuing resolution (H.J. Res. 71) for FY 2000 on Tuesday, October 19, as did the Senate by a voice vote. The President signed the CR on October 21. This CR (Public Law 106-75) continued operations until October 29.
    • Congress approved the third CR (HJ Res 73) on October 28 and the President signed it on October 29 (P.L. 106-85). It funds agencies funded by the five remaining, unsigned appropriations bill. By voice vote the Senate cleared the CR after the House adopted the measure. The CR provides funding through Nov. 5.
    • The House passed H.J. Res. 75, the fourth FY 2000 CR, 417-6, and the Senate passed it by voice vote on Thursday, Nov 4. The President signed the bill on November 5 (P.L. 106-88). This CR, identical to the third CR, extends appropriations through midnight on Wednesday, November 10th.
    • The House passed H.J. Res 78 November 9, extending appropriations for agencies without a signed regular FY 2000 appropriations bill through November 17, and the Senate passed it by unanimous consent on November 10. The President signed this fifth CR on November 10 (P.L. 106-94).
    • The sixth CR for November 18, (H.J. Res. 80) was signed by the President late that day (P.L. 106-105).
    • The White House received H.J. Res. 83, extending continuning appropriations through December 2 on November 18. It was signed that day (P.L. 106-106). This was the seventh, and last CR for this fiscal year.

Supplemental Appropriations and Rescissions

  • The President's Budget for FY 2001 included requests of $1.8 million for USGS, $4.0 million for NPS, and $5.0 million for FWS for emergency supplementals as well as a $100 million emergency contingent supplemetnal appropriation for the BLM wildland fire account.
  • The House-passed a supplemental bill at the President's requested level (H.R. 3908).
  • The Senate attached FY 2000 supplemental appropriations and general provisions to the FY 2001 Agriculture and Related Agencies Appropriations bill (S. 2536).
