The emission offset policy does not apply
to FEA's Strategic Petroleum Reserve
Program (SPR), specifically to the
Choctaw salt dome project. It was not
the intent of the interpretive ruling to
cover situations where emissions occur
for only a relatively short period of
time and are associated with the
construction of a new project.
