March 28, 1986 Applicability of Nonattainment New Source Review (NSR)
to Tennessee Valley Authority Shawnee Plant Demonstration Project 23.19
The memo discusses appropriate action to be taken at the Regional
level on the issue of a "plant-wide" rather than dual definition of source
in a NSR program for nonattainment areas in the time period before a national
