PSD Permit Requirements for Coal Conversions Resulting from DOE
Prohibition Orders 4.12
Actual emissions, as of the baseline date
should be counted into baseline. When
calculating actual emissions, the hours
of operation, capacity utilization, any
types of materials combustion, processed
or stored should be based on the
preceeding years of operation, unless
another previous year would be more
representative.
