- The handbook teaches a straightforward eight-step process for developing
employee performance plans that support organizational objectives.
It also provides guidelines for writing performance elements and standards.
To illustrate each step, the handbook provides examples including
a case study using OPM's own strategic and annual performance plans
and their application to employees within OPM's Office of Retirement
Programs. It also includes exercises where the reader can try out
the techniques the handbook covers.
