Division of Elementary, Secondary, and Informal Education—Responsibilities include projects in Assessment, Applied Research, Implementation and Dissemination Centers, and Centers for Learning and Teaching. In addition, responsible for initiatives that cut across EHR, such as the National Research Council’s Center on Education (Coordinator), and across federal agencies like the Third International Mathematics and Science Study (Interagency Management Team), and the Interagency Education Research Initiative (Interagency Management Team).

Division of Education Systemic Reform—Managed section related to the Statewide Systemic Initiatives Program.

National Association of States Boards of Education (NASBE)—Director, Center on Educational Equity for the national association that represents key state policymakers on critical education issues such as accountability, urban education, and teacher education.

Maryland State Department of Education—Administrator for Secondary Programs that included a four-year study resulting in significant policy changes for the state’s secondary schools.
