Reporting Issues for California Power
Sales and Revenues in 2003 (preliminary)

Effective January 17, 2001, the California State legislature authorized the California Department of Water Resources (CDWR) to purchase wholesale power for California retail consumers. This action was a result of the very high wholesale power prices and power shortages experienced in California in 2000 and 2001, and associated financial problems encountered by the State’s large investor-owned utilities (IOUs). The Electric Fund’s support for California ratepayers has declined slightly each year since 2001 and currently includes only long-term contracts put in place in that year. These long-term contracts will operate for years to come.

Data related to the CDWR’s intervention in the California crisis are included in File1 and File3 of this 2003 preliminary file, available below under the new entity “Electric Fund (CDWR)” with EIA code 3288.

Users of the data should be aware that substantial definitional differences exist with regard to the type of transactions (wholesale or retail) between the Electric Fund (CDWR), the State’s investor-owned utilities, and the California ratepayers. The EIA representation of sales in File3 by the Electric Fund (CDWR) as retail sales direct to California ratepayers was agreed to by the CDWR and the three major investor-owned California respondents.


Form EIA-861 Preliminary Data File for 2003

This is an electric utility data file that includes such information as peak load, generation, electric purchases, sales, revenues, etc. The data source is the survey Form EIA-861, "Annual Electric Power Industry Report." Data for 2003 are preliminary. Data for previous years are final.

The file F861yr03.exe is a final file of data collected on the Form EIA-861, Annual Electric Power Industry Report, for the reporting period, calendar year 2003. The zipped .exe file contains formatted .xls and .dbf files suitable for importing into spreadsheet or database programs.

  • File1 contains aggregate operational data such as control area operators, energy balance, and revenue information from each electric utility in the country, including power marketers, and Federal power marketing administrations.
  • File2 contains information on retail revenue, sales, and customer counts, by State and class of service, for each electric distribution utility, for all consumers provided fully bundled electric service (both energy and delivery service) by a single electric utility in all 50 States, the District of Columbia, the Dominion of Puerto Rico, and the Territories of American Samoa, Guam, and the Virgin Islands. For the 2003 period forward, the Transportation consumer sector replaces the Other sector which included public street lighting, public buildings, electrified rail and transit systems and some agricultural sector data such as irrigation load. The Transportation sector consists entirely of electrified rail and urban transit systems. Data previously reported under the Other consumer sector have been relocated to the Commercial sector for 2003. Agriculture related data (i.e., irrigation load) previously reported in the Other sector have been relocated to the Industrial sector where identified.
  • File3 contains information on retail revenue, sales, and customer counts, by State and class of service, for customers who selected alternate energy service providers in States that have deregulated their retail electricity markets, either fully or partially. The revenue reported is the revenue received only for the energy portion of the customer's bill, (revenue for delivery services is not included). For information on the new Transportation consumer sector, see the note for File2 above.
  • File3d contains information on the delivery of power to customers who selected alternate power suppliers in State-level, "retail wheeling" programs. The revenue, megawatthours, and consumer count information in this file was reported by distribution utilities delivering power sold by other energy suppliers. The revenue is the revenue received by the distribution utility for the delivery services provided to customers who were sold power by others, usually competitive retail energy service providers (ESPs). The megawatthours shown are the delivered megawatthours sold by the ESPs (and reported by ESPs as shown in File3.dbf) to customers who switched energy suppliers in the distribution utility's service area. The revenue is not duplicative of the energy revenue shown in File3.dbf. The megawatthours and customer counts are duplicative of the megawatthours and customers counts shown in File3.dbf, and should not be used to derive national, Census division, or State-level sales and revenue totals. For information on the new Transportation consumer sector, see the note for File2 above.
  • File4 contains information on electric utility demand-side management programs, including energy efficiency and load management effects and expenditures. For information on the new Transportation consumer sector, see the note for File2 above.
  • File5 contains the names of the counties, by State, in which the respondent has equipment for the distribution of electricity to ultimate consumers.
  • File 6 contains sources and disposition of electricity reported by non-utility generators.

Note: All sales data, including energy efficiency savings, are in megawatthours, peak and peak reduction data are in megawatts for 2001, 2002, and 2003 and kilowatts for previous years, all revenue and expenditure data are in thousand-dollar units.

Final data for the years 1999, 2000, 2001, and 2002, and preliminary data for 2003 are in self-extracting zip files which expand into Excel files (file1.xls), and DBF files (file2.dbf, file3.dbf, file4.dbf, and file5.dbf) where "file1" contains data collected on Schedule II, and Schedule III of the Form EIA-861 for utilities and non-traditional power marketers; "file 2" contains information on State-level retail sales in all States, by traditional utilities only, collected on Schedule IV; "file3" contains information on State-level, retail sales in deregulated markets in all States, for non-traditional energy service providers; "file4" contains information on utility demand-side management programs collected on Schedule V; "file5" contains information on utility service territories (county-level) collected on Schedule VII of the Form EIA-861; and file 6 (2002 and 2003 only) contains sources and disposition electricity reported by non-utility generators.

Final data for the years 1990 through 1998 are in self-extracting zip files which expand into 5 DBF files (F861TYP1.DBF, F861TY2A.DBF, F861TY2B.DBF, F861TYP3.DBF, F861TYP7DBF); and Notepad versions of the file layout ("layout"), the Form EIA-861 (WordPerfect), and EIA-861 Instructions (instr.wpd). To expand the file, type F861yy.EXE* (requires 5-6 megs space). The file structure for the years 1990 through 1998 differs from that for the files from 1999 through 2003 described in the preceding paragraph. The primary difference is that file F861TYP1.DBF contains a combination of data available in the 1999, 2000, 2001, 2002 and 2003 files in file1.xls and file2.dbf. Utility retail sales data, for utilities with sales in 3 or more States are shown in F861TYP3.dbf for the third, fourth, fifth, etc., States. Utility Demand-side Management information for the years 1990 through 1998 is available in F861TY2A.DBF and F861TY2B.DBF.
