1. New Computer Model Predicts Vehicle Emissions Under More
Stringent Future Air Quality Standards

02/27/2004 - EPA is providing the final version of its MOBILE6.2 computer model, which predicts air pollution emissions from cars, trucks and motorcycles. The new model uses the most up-to-date science, information and tools available to determine the levels of air toxics, carbon monoxide, hydrocarbons, particulate matter and oxides of nitrogen emitted by highway vehicles. The model improves on a previously available draft model by better accounting for the effect of future emissions standards. In some cases, states will now be required to use MOBILE6.2 to determine air quality inventories and budgets for state implementation plans and transportation conformity determinations. 2. First U.S. Army Facility Declared “Ready for Reuse”

On Feb. 25, the U.S. Environmental Protection Agency (EPA) and the Arkansas Department of Environmental Quality (ADEQ) awarded the first “ready for reuse” determination to a U.S. Army facility, Fort Chaffee, Arkansas. A ‘ready for reuse’ determination recognizes a property has been evaluated and found environmentally safe. It clears the way for reuse of valuable natural resources by providing necessary encouragement and assurances to developers. Based on the experience of the successful Brownfields program, the Land Revitalization Agenda was launched in 2003 to integrate land reuse in all of EPA’s cleanup programs (RCRA, Superfund, Brownfields and Underground Storage Tanks). Cleanup remains the first and most important step, but revitalization and reuse is now a formal part of planning at every single site under the Land Revitalization Agenda. Reuse provides jobs, needed tax revenues and recreational benefits to communities. Fort Chaffee was officially placed on the Department of Defense’s Base Realignment and Closure Program and the cleanup project was performed by a partnership of the U.S. Army, Fort Chaffee Redevelopment Authority, EPA Region 6 and ADEQ.
