Purpose Development Assistance/Child Survival and Health (DA/CHS)

- Agriculture Rehabilitation, through seed multiplication, agricultural inputs and livestock rehabilitation, giving priority to areas of high poppy cultivation;
- Livelihoods and Income Generation, via agricultural rehabilitation and community development - directed in April-May at diverting family and itinerant labor from the spring opium harvest; and
- Improving Health, by supporting the Ministry of Health, the measles vaccination campaign, establishing a health surveillance system, and expanding existing health care and drug addiction treatment services ; and
- Creating Incentives for Stability, by rapidly mobilizing the education sector, supporting the development of media capacity and local NGO capacity, and providing support to the Bonn agreement, through direct assistance to develop the capacity of the Interim Authority.
International Disaster Assistance (IDA)

OTI is supporting media activities small grants for Afghan NGOs (primarily women’s and other civil society groups), assistance to the Afghan Interim Administration in Kabul with support to help link this assistance to community-developed reconstruction projects that will also support our counternarcotics aim.
PL 480 – Title II (food)

The $77 million PL 480 will be used in Afghanistan to address immediate food shortages and areas of chronic hunger. In addition, it will be used to re-establish the shattered lives of Afghans through the rebuilding of critical systems: agriculture, education, health & welfare, infrastructure, and employment. All these activities have the broader effect of stabilizing the country through close collaboration with national, district and community authorities.
Migration and Refugee Assistance

Migration and refugee assistance funds will be used to support the repatriation of Afghan refugees currently in Pakistan and Iran and to support large numbers of returning refugees and internally displaced persons through community-based health, education, shelter and water and sanitation projects.
Economic Support Funds

Economic Support Funds will be used for short-term, high-impact projects possibly in the political or security sectors.
Other

Used for counternarcotics programs, initial law enforcement training, development of a criminal code. Some will be contributed to UNDCP programs and about $7 million will be used for humanitarian demining.
