Presidential Management Intern (PMI) Program

This program is administered by the Office of Personnel Management (OPM). OPM's website provides extensive information regarding the program at http://www.opm.gov.

Program Purpose

The purpose of the Presidential Management Intern (PMI) Program is to attract outstanding master's and doctoral-level students to the Federal service. It provides students with an opportunity to apply the knowledge acquired from the graduate study. PMI assignments may involve domestic or international issues, technology, science, criminal justice, health, financial management, and many other fields in support of public service programs.

Program Eligibility Requirements

Students who complete an advanced degree from an accredited college or university are eligible to be nominated by their schools if they meet the following criteria:

  • breadth and quality of accomplishments,
  • capacity for leadership, and
  • demonstrated commitment to a career in the analysis and management of public policies and programs.
Students who wish to be considered for the PMI Program must be nominated by their school's nomination official (dean, chairperson, program director, or other designee such as a nomination coordinator) of their graduate program. The nominating official will be required to sign the application. Nominations from individual professors, advisors, or placement counselors will not be accepted.

Each degree-granting program may nominate up to 10 percent of its total number of graduates who will receive graduate degrees (master's and doctorate-level) during the current academic year or five (5) graduates, whichever is greater.

Selection Process

The selection process involves a review of the entire application/resume including an applicant's responses to a series of questions. Responses to the questions will be scored and will represent a part of an applicant's final score. Applicants will also participate in a structured assessment center process. Selection as a finalist is based on responses to the questions, as well as participation in the assessment center process.

Appointment

PMIs receive an initial two-year excepted service appointment. PMIs are appointed at the GS-9 level step 1 and are eligible for various employment benefits (i.e., holidays, vacations, etc). After successful completion of the first year, PMIs are eligible for promotion to GS-11. Upon completion of the two-year internship, PMIs are eligible for conversion to career or career-conditional status and are eligible for promotion to GS-12.
