  1. In FY2005, an individual may participate in only one HSD proposal submitted in response to this solicitation. Participation includes serving as a Principal Investigator (PI), co-PI, other senior personnel, researcher, or investigator. This limitation includes proposals submitted by a lead institution, any sub-award submitted as part of a proposal, or any collaborative proposal. NSF will strictly enforce this rule by returning without review any proposal that exceeds this limitation. For important information about how to comply with this requirement, see section V.A. Supplementary Documentation. No proposal can be modified after the HSD deadline to delete any project personnel from the proposal. No exceptions will be made.
  2. For the FY2005 HSD competition, all proposals must include three or more senior personnel (Principal Investigator (PI), co-PI, or other researchers or investigators) from at least two different fields. Proposals involving fewer than three senior personnel will be returned without review.
  3. The FY2005 competition is expected to be highly competitive. Because of budget limitations and the number of submissions, only about 5% of the proposals submitted in FY2004 were funded.
  4. In the FY2005 HSD competition there will be only three areas of emphasis for consideration: Agents of Change (AOC), Dynamics of Human Behavior (DHB) and Decision Making, Risk and Uncertainty (DRU). Applicants must select one as primary, and indicate it with the acronym at the beginning of the proposal title on the cover page. Projects submitted to the eligible emphasis areas (DHB, AOC, DRU) may propose research that involves spatial science, modeling, or tools.
  5. Proposals for infrastructure will not be entertained in the FY2005 competition and will be returned without review. How better to support this important area in the future is under discussion.
  6. In the FY2005 competition, the maximum amount that may be requested for Full Research proposals is $750,000 including indirect costs; the maximum amount that may be requested for Exploratory Research or HSD Research Community Development proposals is $125,000 including indirect costs. Proposals requesting more than these amounts will be returned without review.
  7. Duplicate submissions to NSF, or those substantially similar to proposals submitted to NSF and under consideration or recently awarded, will be returned without review.
