National Science Foundation Reauthorization Legislation
Moving in Congress
 On
May 22, 2002, the House Committee on Science approved
the "Investing in America’s Future Act," H.R. 4664, by voice vote. The bill is described by
the Committee as legislation "to place the National
Science Foundation (NSF) on a track to double the
agency’s budget in five years [and] to bolster undergraduate
science, math and engineering education." The bill
authorizes a 15% increase for NSF’s budget for each
of the next three years.
Senate Health, Education, Labor, and Pensions Committee
to Hold Hearing on NSF Reauthorization
The Senate Committee on Health, Education, Labor, and
Pensions has scheduled for June 19, 2002, a hearing
on legislation to reauthorize the National Science
Foundation and on ways to strengthen science research,
development, and education in the 21st Century. The
hearing will be held in Room 430 of the Dirksen Senate
Office Building at 2:30 pm. NSF Director Rita Colwell
will testify as will other witnesses.
NSF Appropriations Bill Awaits House Subcommittee
Action
The House and Senate Veterans Administration, Housing
and Urban Development, and Independent Agencies Subcommittees
have held their annual hearings on the National Science
Foundation budget request. Although the congressional
budget resolution for fiscal 2003 has not yet been
adopted, the House subcommittee may proceed under
provisional 302(b) allocations. Early indications
are that the allocation for the VA, HUD, and Independent
Agencies Subcommittee will be very tight and that
that bill will be among the last on which the House
will act. No subcommittee markup sessions are presently
scheduled.
