Title: Dear Colleague Letter NSF 02-133 Date: 5/28/02 Replaced: NATIONAL SCIENCE FOUNDATION 4201 Wilson Boulevard Arlington, Virginia 22230 May 24, 2002 Dear Colleague: This letter provides modifications to NSF-02-085, International Digital Libraries Collaborative Research and Applications Testbeds Program Solicitation. The intention of this Dear Colleague Letter is (1) to confirm that cost sharing is not required under NSF-02-085, (2) to remove Special Review Criterion #10, and (3) to extend the proposal deadline to Monday, June 3, 2002. The confirmation that cost sharing is not required and the two other changes to the Program Solicitation are in response to some conflicting information on a non-NSF web site regarding NSF-02-085. (1) As stated in NSF-02-085 and restated here, NSF does not require cost sharing for proposals submitted to NSF under this Program Solicitation. Cost sharing is not an eligibility or a review criterion. This is consistent with NSF's cost sharing policy (see http://www.nsf.gov/pubs/1999/iin124/iin124.htm. (2) Section VI.A. "NSF Proposal Review Process" included 10 Additional Review Criteria. Criterion #10, which alluded to the possibility of additional review elements, is being deleted from NSF-02-085. Only Special Criteria #1 through #9 will be applicable to proposals submitted under this Program Solicitation. (3) The deadline for this solicitation is being extended from 5:00 p.m. local time May 27, 2002 to 5:00 p.m. local time June 3, 2002. Previously submitted proposals may be revised in response to this Dear Colleague letter and resubmitted to NSF via FastLane by the revised deadline date. The originally submitted proposal should be withdrawn. Proposals that are not impacted by this change do not need to be resubmitted. Program Solicitation NSF-02-085, as modified and described above, is NSF's sole, approved description of NSF's participation in this international collaboration. It will govern the requirements and review criteria for proposals submitted to NSF.
