SPS: Secure Payment System
Background
SPS provides a mechanism by which government agencies can create payment schedules in a secure fashion. It also allows Regional Finance Centers (RFC's) a means to extract approved payment schedules for executing payments (e.g. check printing, electronic funds transfer).
FMS anticipates migrating agencies from ECS to SPS at the end of summer 2004. We have not established a schedule for every agency. Your servicing RFC will contact you in the coming months to do so. We are hoping the entire cutover occurs within 9 months (start to finish). If your agency uses the 3rd party functionality in ECS, and expects to continue to do so in SPS, we cannot convert you to SPS until you have made programming changes for the new 3rd party format published in "Tech note 16: Formats and Edit Criteria".
We are still finalizing plans for distribution of public key infrastructure (PKI) forms and certificates. Once we have finalized the plans, we will provide enrollment details for SPS Users as well as for those agencies that desire, or may desire to establish PKI Fiscal Trusted Registration Agents.
