SPS: Secure Payment System

Section 508 Compliance Statement

Enhancements have been incorporated to comply with Section 508 of the Rehabilitation Act Amendment of 1998 for Americans with Disabilities (ADA) to ensure that individuals with disabilities are provided comparable access or the same degree of accessibility to all software information and data as individuals without disabilities.

The Secure Payment System (SPS) consists of two versions: SPS online and SPS offline. The SPS online software is a Java, web based application that utilizes internet technology. The SPS offline is also Java based but is only the Date Entry Operator (DEO) functions of the online system. As a result, the SPS user interface has been designed to be in compliance with 508 requirements when used in conjunction with specific assistive technology software. The testing conducted utilized the JAWS (Job Access with Speech) v5.0 for Windows assistive technology product from Henter-Joyce, a division of Freedom Scientific.

The specific testing environment used to validate Section 508 accessibility consisted of:

  • Microsoft Windows XP professional operating system
  • Pentium 4 processor, running at 2 GHz with 512 MB of RAM
  • Microsoft Internet Explorer v5.5
  • JAWS 5.0
  • SPS Online and Offline Interfaces

The SPS applications were tested by a private contractor utilizing the software/hardware described above. Formal reports were provided with specific 508 deficiencies identified. These items were reviewed and prioritized for possible enhancements in future releases. The deficiencies found would be too specific and detailed to simply list by item.

The Financial Management Service does not provide technical support for assistive technology software. As a provider of browser based internet solutions, we also do not endorse any specific assistive technology software. If you would like more information concerning SPS and Section 508, you may contact Dick Bauder of Regional Operations on 202-874-6576
