The economic enforcement models are used to analyze the financial aspects of enforcement actions. Five models, presented below, are currently available.

Each model when installed provides a comprehensive help system, which you can access by clicking on the help icon or via the F1 key. Note that these enhanced help systems replace the previously available printed user's manuals. Also, all programs include a web-update feature that notifies users when newer model versions become available.

If you are a representative of a local, state, tribal or national government and need installation help, assistance in using the models, or advice in understanding their outputs, call the EPA Enforcement Economic Models Helpline, staffed by an Agency contractor, at 888-ECONSPT or 888-326-6778. This is an international toll-free line. Users can also access the helpline via e-mail at: benabel@indecon.com. For further information, contact Jonathan Libber of EPA’s Office of Enforcement and Compliance Assurance. He can be reached at (202) 564-6102. His e-mail address is libber.jonathan@epa.gov.

Installation Instructions have been included in the application.

Illegal Competitive Advantage Peer Review:

One aspect of economic benefit does not fit within any of the models: economic benefit that goes beyond the simplifying paradigm of delayed and/or avoided pollution control expenditures, or illegal competitive advantage (ICA) for short. The EPA Science Advisory Board will be conducting a peer review of how to calculate economic benefit in such cases. The EPA White Paper that provides a framework for such calculations and that will be main focus of the peer review is entitled: Identifying and Calculating Economic Benefit that Goes Beyond Avoided and/or Delayed Costs 05/25/03) (PDF, 170.8KB, 19 pages).
