Landfill Air Emissions Estimation Model

What is the Landfill Air Emissions Estimation Model?

The Landfill Air Emissions Model, Beta version (see note under "what are default value sets?" below) is PC-based software for estimating emissions of methane, carbon dioxide, nonmethane organic compounds, and hazardous air pollutants from municipal solid waste landfills. These emissions are generated by decomposition of refuse in landfills. The mathematical model used in Landfill is based on a first order decay equation that can be run using site-specific data supplied by the user for the parameters needed to estimate emissions or, if data are not available, using default value sets included in Landfill.

What are default value sets?

There are two sets of default values in Landfill. One set, the Clean Air Act (CAA) set, is based on requirements of the New Source Performance Standards (NSPS) controlling emissions to the atmosphere from new municipal solid waste landfills or federal emission guidelines for emissions from existing landfills. These regulations and guidelines are contained in the Code of Federal Regulations, Title 40, Part 60, (40CFR60) Subparts WWW and Cc, respectively. This set of default values produce conservative emission estimates that can be used to determine the applicability of Federal regulations or guidelines to the landfill being evaluated. The other set of values, the AP-42 set, is based on emissions factors in EPA's guidance document, Compilation of Emission Factors, Fifth Edition, AP-42. This set of default values is less conservative than the CAA set and can be used to produce typical emission estimates in the absence of site-specific test data.

Note: The AP-42 values used in this Beta version of Landfill have been revised and are available for public comment. Once AP-42 revisions have been published as final, the AP-42 default set in Landfill will be revised accordingly and the final version of the model will be issued. Although this is a Beta version and subject to additional testing, all software components of Landfill are fully functional.

What Do I Need To Run Landfill?

To use the Landfill program, you need an IBM-compatible personal computer with 4 megabytes of memory, a disk drive, and DOS version 2 or later. To use the Windows version of Landfill, you need Microsoft Windows 3.1 or Windows 95. Things go better if your computer has a 386 processor (or better), a graphical display, and a mouse.
