EPA Policy Guidance on the Adoption and Use of SIP Transportation Control Measure Substitution Mechanisms |
On April 7, 2004, EPA issued policy guidance that describes the adoption and use of transportation control measure (TCM) substitution mechanisms. A TCM substitution mechanism provides flexibility by establishing a process by which TCMs in an approved state implementation plan (SIP) can be removed and replaced with substitute TCMs without the need for EPA to conduct notice and comment rulemaking on the individual substitutions. |

Currently, EPA has approved TCM substitution mechanisms in Portland, Oregon, and the State of Texas. EPA recommends that States or areas that are considering adopting such a mechanism use the Portland or Texas SIPs as a starting point for developing their TCM substitution mechanism. |
