State and Tribal Assistance Grants (STAG)
EPA's Compliance and Enforcement program continues to be committed to working cooperatively and in partnership with our states and tribes. States and tribes play a vital role in the implementation of our nation's environmental laws and regulations. As a way of strengthening and building this relationship while helping to build capacity, OECA provides grant funds to states, tribes, inter-tribal consortia, territories, and multi-jurisdictional organizations. In an effort to share grant project results, outcomes, successes, as well as lessons learned, OECA has compiled a list of the capacity-building grant projects on this web site (see list of current grants). In all, there are 68 grant projects, covering 8 funding areas, 34 states, 1 tribe, and 7 multi-jurisdictional state agencies / organizations. Beginning with the 1999 funding year, this robust listing includes information on the following areas for each grant:
On February 18, 2004, a Federal Register Notice was published announcing the availability of STAG funds. This Notice highlighted the eligibility criteria, described the funding area, explained the process of applying for funds, and included a suggested outline for submitting electronic proposals. This grant funding will support state/tribal efforts to procure technical assistance and technical expertise to ensure that they will be able to accurately transmit water enforcement and compliance data to OECA modernized systems. This Notice closed on April 12, 2004. Fiscal year 2004 funding decisions were made on July 30, 2004. Please see the fiscal year 2004 table of selected states for more information. In addition, instructions on how to apply for a grant and the grant application form (PDF, 42 KB) are discussed on the Grants and Debarment Web site. EPA has also created a Grant Writing Tutorial for those who are participating in this process for the first time. These funds are being used to enhance the capacity of states/tribes to carry out compliance assurance activities within their respective jurisdictions. The projects selected cover a wide range of activities that have and will continue to enable states/tribes to demonstrate compliance assurance and enforcement outcomes from their activities while serving as models for other states/tribes. It is expected that the grant project information displayed on this web page will serve as models for other states and tribes and be replicated where appropriate. Two other examples of EPA grants programs are the Environmental Justice Grants program and the Tribal grant program. In addition, the enforcement and compliance office annually enters into cooperative agreements with states, tribes, and territories for continuing environmental programs.
