NSF Congressional Update

House Appropriations Subcommittee Marks Up NSF's FY 1998 Budget

Subcommittee recommends a 6.6% Increase

On June 25, 1997, the House VA, HUD, and Independent Agencies Appropriations Subcommittee marked up the FY98 VA HUD appropriation bill which contains funding for NSF, NASA, HUD, VA, EPA and a host of other independent agencies.

For NSF the subcommittee is recommending a total of $3.487 billion. This represents an increase of 6.6% or $217 million over the FY 1997 level.

Of the $3.487 billion, $2537.7 million is provided for the research and related activities appropriation. This is $105.7 million -- or 4.3% -- more than the FY 97 level and $23 million more than the request. The additional funds provided to the research account are for the following activities: $13 million to augment NSF's participation in the Next Generation Internet project; $4M for the Gemini telescopes; $1M for the U.S. Mexico Foundation; and $5 million for the phase out process associated with the new Partnerships for Advanced Computational Infrastructure program.

In the Major Research Equipment account, which supports the construction and acquisition of very large expensive, unique research facilities, the subcommittee is recommending a total of $175 million, $90 million more than requested, but equal to the amount contained in the House-passed authorization bill. Within this recommendation the subcommittee has provided the request for the Polar Cap Observatory, the Laser Interferometer Gravitational Wave Observatory, and the Millimeter Array radio telescope. Together with the $25 million request, the additional funds provided by the subcommittee are to support the modernization of the South Pole station.

In Education and Human Resources, the subcommittee provided a total of $632.5 million which is $7 million over the request. Of the additional $7 million: $5 million is for minority graduate education and $2 million is to augment the advanced technological education program.

The Salaries and Expenses and Office of Inspector General accounts were both funded at the request level.

Additional details will be provided when the subcommittee's report becomes available. Full Committee mark up of this bill is scheduled for July 8 with House floor action to follow soon thereafter. Senate subcommittee mark up is expected soon after the Congress returns from the July 4th recess.
