Crisis Management
Crisis Management is predominantly a law enforcement function
and includes measures to identify, acquire and plan the use of
resources needed to anticipate, prevent and /or resolve a threat
or act of terrorism. A crisis management response may include
traditional law enforcement functions such as intelligence, surveillance,
tactical operations, negotiations, forensics and investigations.
Assurance of public health and safety, the primary mission of
EPA, is also included in the crisis management. A federal crisis
management response may be supported by consequence management
activities, which should operate concurrently. EPA's Criminal
Enforcement Program delivers law enforcement crisis management
support to the FBI through the deployment of Counter Terrorism
Response Teams (CTRT) and National Counter Terrorism Evidence
Response Teams (NCERT).
