The enforcement and compliance assurance program undertakes strategic planning efforts that set program direction over a one to two year time period. These efforts translate the longer term strategic plan into more immediate work plans. As EPA and states develop work plans and assign resources to projects, these key planning documents serve as a framework or guide for decision making. This section presents these documents, starting with the National Program Managers (NPM) Guidance, previously referred to as the Memorandum of Agreement (MOA) Guidance, which is the major planning document used by the enforcement and compliance assurance program.

National Program Managers (NPM) Guidance: This is the primary guidance document which the enforcement and compliance assurance program issues on a three year cycle with an annual update. The Guidance sets forth national program priorities and activities for the Agency's environmental enforcement and compliance program. This guidance is the basis for the development of individual agreements between the national program and each regional office, identifying overall program directions, work plans, specific activities and expected results.
