The National Performance Measures Strategy (PDF 120KB, 60 pages) was initiated in 1997 to develop and implement an enhanced set of performance measures for the enforcement and compliance program. Development of the strategy involved extensive outreach to stakeholders from industry, community groups, academia, and government. This strategy helped in redesigning EPA's national enforcement and compliance program measures to increase the focus on results-oriented measures. Examples of measures suggested by this strategy include measuring statistically valid noncompliance rates, pounds of pollution reduced by the enforcement actions, and actions taken by regulated entities as a result of Agency action (such as use reduction, record keeping or labeling improvements as a result of EPA compliance assistance).
