Abstract

This report was prepared in response to the National Performance Review, the Government Performance and Results Act, and the heightened emphasis throughout the public and private sectors on improved planning, stronger management, and increased accountability. The report distills public and private experience to date with the assessment of fundamental science, offers basic assessment principles, and provides some information about performance measures. It is intended to be useful to administrators, members of Congress and their staffs, people working on the development of assessment methods and measures, and the broader science community. The report does not attempt to detail the assessment programs used by individual agencies. There is no "one size fits all" approach that would make sense in light of the different goals and management styles in different mission agencies. Rather, the goal of the report is to provide a consistent set of general principles and high-level goals for the assessment process in fundamental science.
