The Paperwork Reduction Act (PRA) Time Line

The PRA process takes approximately 120 days once the OS PRA staff receives the package. Sponsoring analysts should start packages approximately 9 months in advance so they have time to complete the package, the PRA staff has time to review the package (work with the analysts on any necessary revisions) and has 120 days to process the package before it expires. If you believe your package may be controversial collection with significant and/or negative impact/implications to a particular audience, you may want to start early so you can address any public comments and/or OMB concerns and have the package approved in a timely manner.

  1. 60-day public comment period -- Federal Register Notice #1 published - one week for publication

    If any public comments were received, they need to be responded to and the response along with the comments are included with the package.


  2. OS approval. At the end of the 60-day comment period the package receives approval by OS PRA Clearance Officer and Departmental Clearance Officer (2 days)


  3. Department sends the package to OMB (1 day)

  4. 30-day public comment period -- Federal Register Notice #2 published. (Add one week for publication)

  5. 30-day OMB review period. OMB starts their review period 30 days from the day the Federal Register Notice is published or when OMB receives/logs collection into their system, whichever is the later date.

    If any public comments were received, they need to be responded to. The response to comments will be sent directly to OMB.


  6. OMB Action. At the end of the 30-day review period OMB approves/approved with terms of clearance/disapproves the collection.
