The Office of General Counsel advises the agency as it seeks to increase the participation of underrepresented groups in all aspects of NSF programs supporting research and education in mathematics, science, engineering, and technology. Additionally, NSF conducts - with full Congressional approval and participation - a comprehensive portfolio of educational programs that responds at all levels to the mandate of the Science and Engineering Equal Opportunity Act to assist the United States in the "full development and use of the science and engineering talents of men and women, equally, of all ethnic, racial, and economic backgrounds," as well as those talents of persons with disabilities. 42 U.S.C. §1885, et seq.

OGC guides the Foundation as it implements this mission in accordance with applicable federal law.
