OPM IMPLEMENTS RULES TO CLARIFY CFC SOLICITATIONS
Washington, D.C. -- The U.S. Office of Personnel Management is issuing final rules which clarify procedures for soliciting charitable contributions from federal employees in their workplace, and improve the procedures and accountability for the federal government's annual charity drive, known as the Combined Federal Campaign (CFC).
The CFC is the world's largest annual fund raising drive in the workplace. Each year, thousands of federal employees contribute millions of dollars to organizations which provide relief to disaster victims, provide research to unlock causes and cures to deadly diseases and address public concerns such as the environment, the homeless and educational initiatives.
OPM Director Jim King said, "The new rules provide more clarity in the procedures governing the largest workplace charity drive and will keep the 34-year-old CFC a model of workplace giving."
The new rules:
clearly define the scope and meaning of workplace solicitations in the federal government and identify the circumstances where the OPM Director may authorize special solicitations of federal employees in the workplace outside of the CFC;
clarify the procedural requirements for charitable organizations seeking participation in the CFC;
expand the local eligibility by defining and enumerating criteria for organizations that provide services on a statewide basis; and
remove all general designation options not required by statute.
The final rules will appear in the Federal Register on Friday, November 24, 1995.
