The Coal Combustion Products Partnership (C2P2) Program is a cooperative effort of the U.S. Environmental Protection Agency (EPA) and the coal combustion products (CCPs) industry to help promote the beneficial use of CCPs and the environmental benefits which can result from that beneficial use. There are significant environmental, economic, and performance benefits from using CCPs in a number of applications, which is why EPA is sponsoring the C2P2 Program to further their beneficial use. Environmental benefits can include reduced greenhouse gas emissions, reduced land disposal requirements, and reduced utilization of virgin resources. Economic benefits can include reduced costs associated with coal ash and slag disposal, increased revenue from the sale of ash, and savings from using CCPs in place of other, more costly materials. Performance benefits may result from the physical and chemical characteristics of CCPs and include greater resistance to chemical attack, increased strength, and improved workability when fly ash is used to replace or supplement Portland cement in concrete. High performance concrete, which can contain fly ash and/or other recycled materials, is being used to double the life of conventional pavements and is also used in bridge applications that are being designed to last up to 100 years. This partnership will help meet the national waste reduction goals of the Resource Conservation Challengean EPA effort to find flexible, yet more protective ways to conserve valuable natural resources through waste reduction, energy recovery, and recycling.

What are Coal Combustion Products? Coal combustion products (CCPs) are the by-products generated from burning coal in coal-fired power plants. These byproducts include fly ash, bottom ash, boiler slag and flue gas desulfurization gypsum. |
Through the C2P2 Program,
EPA and its co-sponsors, the American Coal Ash Association (ACAA), the
Utility Solid Waste Activities Group (USWAG), and Department of Energy
(DOE) are working with agencies at both the federal and state levels,
as well as industry organizations, to reduce or eliminate legal, institutional,
economic, market, informational, and other barriers to the beneficial
use of CCPs.
The C2P2 Program aims to accomplish its goal through a challenge program, barrier breaking activities, and the development of CCP-utilization workshops.
The C2P2 Challenge Program
By joining the C2P2
Challenge Program, organizations will work to increase the beneficial
use of CCPs. Members can join the voluntary C2P2
Challenge program in one of two capacities, as Champions or Leaders.
In April 2005, C2P2 will recognize Champions and Leaders for outstanding achievements in increasing the amount of CCPs beneficially used. To apply, organizations must meet the eligibility requirements outlined on the application (PDF 2 pages, 397 KB, About PDF Files) and submit all required information no later than November 19, 2004. Please note the application deadline has been extended.
Barrier Breaking Activities
EPA, FHWA, DOE, ACAA, and USWAG will undertake activities such as
developing booklets for distribution, publishing case
studies, and writing new policies to increase the use and marketing
of CCPs.
CCP-utilization Workshops
Attendees will learn about cost-saving ideas that are technically sound and environmentally responsive. Technical experts will share their knowledge and answer questions about the advantages of using coal ash in a variety of highway construction applications. Businesses and organizations such as coal-fired power plants, state highway departments, and users of cast-in-place concrete may become C2P2 Champions by agreeing to either increase the amount of CCPs sold or increase the beneficial use of CCPs, as appropriate. Organizations such as federal agencies, professional groups, and trade associations may become C2P2 Leaders by agreeing to work with EPA to promote the beneficial use of CCPs to their members.
