Abstract:
This rule makes administrative amendments to the Federal Implementation plan portions of State plans to update the reference to the PSD FIP that is already incorporated into these plans. When we proposed the Routine Maintenance, Repair and Replacement (RMRR) regulations, we indicated that the rule would impact State and local authorities implementing the Federal PSD program through delegations. In the rule that was published in the FR on 10/27/03 (68 FR 61248), we announced our intent to finalize an update to the State plans that had delegated FIPS for PSD. This final rule makes administrative amendments to these delegated programs to incorporate the provisions published in the FR on 10/27/03.
