Abstract:
This provides guidance to States and local areas on including emission reductions from emerging and voluntary measures in State implementation plans (SIPs). A voluntary measure is an action by a source that will reduce emissions of a criteria pollutant or a precursor to a criteria pollutant that the State could claim as an emission reduction in its SIP for purposes of demonstrating attainment or maintenance of the NAAQS, RFP, or ROP, but that is not directly enforceable against the source. An emerging measure is an emission reduction or pollutant reduction measure which is more difficult to accurately quantify than traditional SIP emission reduction measures.
