Abstract:
This memorandum supplements a memorandum of March 22, 1995 concerning
State credit for reductions from the Federal AIM coating rule. Although
the draft rule requirements had changed significantly over the previous
year, the overall reduction estimate for the rule remained at 20%.
A fact sheet which summarized the major requirements in the draft
rule was attached with this memorandum. At this time, the draft rule
was undergoing final EPA and Office of Management and Budget review.
The director hoped to propose the rule by the end of April 1996 followed
by a 45-day public comment period. It was the expectation of the director
that the rule would be promulgated in October 1996 with compliance
