WEST VIRGINIAN INDICTED ON HAZARDOUS WASTE AND DRUG CHARGESFOR RELEASE: THURSDAY, DEC. 21, 2000 WEST VIRGINIAN INDICTED ON HAZARDOUS WASTE AND DRUG CHARGES Ricky L. Willis of Waverly, W.Va., was indicted on Dec. 13, in U.S. District Court in Charleston. He was charged with conspiracy to manufacture methamphetamine, creating a substantial risk of explosion and fire in the process, and knowingly and illegally disposing of wastes produced in the illegal drug manufacturing process by dumping it into a sanitary facility that emptied onto the ground behind his home. If convicted on all charges, Willis faces a maximum penalty of 45 years in prison and/or a fine of up to $2.25 million. The case was investigated by EPA’s Criminal Investigation Division, the West Virginia Division of Environmental Protection, and the Parkersburg Narcotics Task Force.
