EPA ADMINISTRATOR BROWNER TO TRAVEL TO ARIZONA TO SIGN FINAL PROJECT XL AGREEMENT WITH INTEL CORP.

EPA Administrator Carol M. Browner will join Intel Corp. Chief Operating Officer Dr. Craig Barrett at Intel's Chandler, Ariz., facility to sign a final Project XL agreement, one of the most significant examples of progress in the Clinton Administration's effort to reinvent the environmental regulatory system. Project XL -- for Excellence and Leadership -- is a pilot program that gives a limited number of regulated entities the flexibility to adopt alternative strategies to the current system of regulations on the condition that they produce greater environmental results. Under Intel's agreement at its new Chandler, Ariz., semi-conductor facility, the company will adopt a five-year Environmental Management plan, implementing new pollution prevention techniques and increasing solid waste recycling.

In exchange for meeting more stringent air pollution standards, Intel will receive a "one-stop" air permit -- allowing it to operate under a facility-wide air permit instead of obtaining a permit for each manufacturing process as is currently required. The "one-stop" permit also exempts Intel from seeking new or modified permits each time it changes a manufacturing process. Under the agreement, Intel will also be allowed to file a single, consolidated report for all pollution to Maricopa County -- instead of separate reports for air, water and land pollution to several regulatory agencies. The agreement provides the strongest possible public health and environmental protections, while cutting red tape, increasing public information and allowing Intel to compete in a fast paced industry.
