NEW YORK MAN SENTENCED IN SLUDGE CASE

On Nov. 25, Noble "Buzzy" Darrow was sentenced to a total of three years' probation, 500 hours of community service and a $10,000 fine for two separate felony convictions. In March, Darrow pleaded guilty to a charge of conspiracy to commit mail fraud related to activities with environmental impact by billing various sewage municipalities in the New York area for the transportation of sewage sludge for ocean disposal at the 106-mile dump site, when in reality the sludge was dumped in and around New York Harbor. In addition, Darrow was convicted by a jury in April 1995, on a separate charge of violating U.S. Coast Guard certification provisions. The case was investigated by EPA's Criminal Investigation Division and the FBI with the assistance of EPA's National Enforcement Investigations Center.
