PA VOLUNTARY MOBILE SOURCE PROGRAMS TO EARN STATE IMPLEMENTATION PLAN CREDITSFOR RELEASE: FRIDAY, OCTOBER 24, 1997 A new EPA policy will provide added flexibility for state and local governments interested in State Implementation Plan credits for voluntary mobile source emission reduction programs. Strategies to reduce mobile source emissions have focused primarily on vehicle and fuel technology. Though vehicles are 70-90 percent cleaner today than in 1970, the tremendous growth in the number of vehicles and miles driven cause transportation emissions to remain a significant cause of air pollution. Vehicle miles traveled doubled between 1970 and 1990. EPA said that air quality benefits from voluntary mobile source emission reduction programs, such as transportation control measures, ozone action plans, and trip reduction strategies,have been overlooked in the past, although these programs have been operating in several areas. The Agency said voluntary mobile source measures can complement existing regulatory programs, achieving additional emission reductions beyond federally mandated programs. States will be responsible for submitting approveable voluntary activities that include a realistic estimate of emissions reduction and technical support information, including how the program will work, participant reporting and evaluation and a demonstration of resources. The policy will allow up to three percent of the total reductions needed for attainment in a particular area to come from voluntary mobile source programs. The policy will be in effect for five years, at which time EPA will review the success of the program and determine if it will continue to operate under the current requirements.
