- American Government Roles
This training course provides an overview of the Federal government and EPA's
governmental role, with a focus on EPA's implementation of the Safe Drinking Water
Act (SDWA) and the Clean Water Act (CWA).
- Introduction to Capacity Development
This course reviews the basic elements of water system technical, managerial,
and financial capacity and provides methods for assessing the technical capacity
of water systems. The course has been divided into this introductory course, and
a second course, Developing Technical Capacity.
- Developing Technical Capacity
Originally part of the Introduction to Capacity Development course, this course
provides tools to solve technical capacity issues for water systems; reviews the
importance of source water and infrastructure adequacy to technical capacity;
and describes the benefits of assessing and maintaining water system technical
capacity.

- EPA will conduct a training of the Arsenic and Surface Water Treatment Rules
transmitted by satellite broadcasts to designated downlink sites throughout the

- Regulating Microbial Contaminants
Introduction to the protection of public health from the most common types of
microbial pathogens found in drinking water. This presentation is designed to
provide basic microbial background for subsequent sessions on the Surface Water
Treatment Rule and Total Coliform Rule.
- Surface Water Treatment Rule
This training module covers the history and development of the SWTR, and provides
information on filtered and unfiltered surface water systems.
- Total Coliform Rule
This training module covers the history and development of the TCR, and provides
a detailed overview of the Rule's requirements.

- From Risk to Rule: How EPA Develops
Risk-Based Drinking Water Regulations
How EPA assesses risk and uses risk information to develop drinking water regulations
under the Safe Drinking Water Act (SDWA). Provides people who are primarily involved
in implementing regulations with a better understanding of scientific and other
considerations specifically, those related to public health risk assessment
that support EPAs rulemaking activities under SDWA.
- Filter Backwash Recycling Rule
A short PowerPoint presentation (0.6 MB) that covers background, purpose, and
the systems covered under the rule.
- Developing Water System Financial
Capacity
This training module covers methods for assessing financial capacity, the importance
of rate revenues to water system capacity, and the implications for water-service
affordability.
- Developing Managerial Capacity
This training module covers the basic elements of water system capacity, methods
for assessing and developing managerial capacity.
- Risk Communication
Training module covers basic risk communication principles, concepts, and challenges
under SDWA.

- Surface Water Rules Training
This course takes a comprehensive look at the surface water treatment rules (Surface
Water Treatment Rule, Interim Enhanced Surface Water Treatment Rule, Long Term
1 Enhanced Surface Water Treatment Rule, and Filter Backwash Recycling Rule) and
their relation to the Stage 1 Disinfectants and Disinfection Byproducts Rule.

Drinking Water Act
This course provides an overview of both the Clean Water Act (CWA) and the Safe
Drinking Water Act (SDWA), focusing on their interrelationships. It reviews
the histories of SDWA and the CWA and discusses the key concepts and programs
of each statute.
- Water System Capital
Facilities Financing
One-day workshop to introduce water system staff to CapFinance, a proprietary
software tool to help water systems analyze funding options for renewal and replacement
of assets.
