BIOGRAPHY Lincoln P. Bloomfield, Jr. Assistant Secretary,  Bureau of Political-Military Affairs Term of Appointment: 05/25/2001 to present

Lincoln P. Bloomfield, Jr. was sworn in as Assistant Secretary of State for Political-Military Affairs on May 25, 2001. In 12 years of prior government service, Mr. Bloomfield served as Deputy Assistant Secretary of State for Near Eastern Affairs (1992-93); Deputy Assistant to the Vice President for National Security Affairs (1991-92); Member, U.S. Delegation to Philippine Base Negotiations (1990-91); Member, U.S. Water Mediation in the Middle East (1989-90); and Principal Deputy Assistant Secretary of Defense for International Security Affairs (1988-89), among other positions in the Department of Defense and the Congressional Research Service of the Library of Congress.

In addition to his duties as Assistant Secretary, Mr. Bloomfield was designated on November 30, 2001, by President Bush and Secretary Powell to be the Special Representative of the President and Secretary of State for Mine Action. Further, he is Chair of the International Affairs Committee reporting to the President’s Critical Infrastructure Protection Board.

Mr. Bloomfield graduated from Harvard College in 1974 and received a Master in Arts of Law and Diplomacy degree in 1980 from the Fletcher School of Law and Diplomacy. Mr. Bloomfield is a recipient of the Secretary of Defense Medal for Outstanding Public Service, the Secretary of Defense Medal for Meritorious Civilian Service, and the State Department's Superior Honor Award. He has served on the Board of the Landmine Survivors' Network and on the Future Concepts Working Group Advisory Board to the Commander in Chief, U.S. Special Operations Command. He returned to government service after 8 years as a Partner in the international business group Armitage Associates L.C., located in Arlington, Virginia. He is editor of Global Markets and National Interests -- the New Geopolitics of Energy, Capital, and Information (Washington, DC, CSIS Press, 2002).
