Welcome to the EPA Region 10 Brownfields web page. Brownfields are properties that have actual or perceived contamination and potential for reuse. EPA's Brownfields Program is an important effort aimed at cleaning up properties and revitalizing communities. Following you will find a range of helpful information, both regional and national. NEW BROWNFIELDS GRANT GUIDELINES - PROPOSALS DUE NOVEMBER 12,2004
Last year an unprecedented 24 communities in Alaska, Oregon, Idaho, and Washington received EPA Brownfields competitive grants. Now EPA has announced the guidelines for FY2005 Brownfields Assessment, Cleanup, and Revolving Loan Fund (RLF) grant proposals. EPA estimates that $100 million will be available to make over 200 grant awards in FY2005, contingent on the availability of funds. Proposals for funding in FY2005 are due November 12, 2004.

Assessing Brownfields Properties(Top)
The EPA’s Brownfields program offers three funding mechanisms to assess brownfields properties.

  • Assessment Demonstration Pilot Projects (Top)
    This competitive grant program is awarded to eligible entities to identify, assess and plan for cleanup and redevelopment of brownfields sites.
    To apply as a new pilot or apply for supplemental assistance.

  • Showcase Community Pilots (Top)
    This competitive grant program is like the Assessment Demonstration Pilots in that they both provide funds to identify, assess and plan for cleanup and redevelopment of brownfields sites. Showcase communities go beyond the Assessment Pilots, however, by being national models demonstrating the benefits of focused, coordinated attention on brownfields. Showcase communities are assigned a federal employee to help coordinate these efforts and create partnerships.

  • Targeted Brownfields Assessments (Top)
    EPA’s Targeted Brownfields Assessment (TBA) program is a non-competitive program where EPA directly (via contractors) or indirectly (grants to the state of Oregon) conducts assessments at eligible brownfields properties.

    Cleaning Up Brownfields Properties(Top)
    The EPA Brownfields program provides funding for cleaning up brownfields sites through a number of mechanisms.

  • Job Training Pilots (Top)
    The Brownfields Job Training Pilot Program is a competitive grant program awarded to eligible entities to provide hazardous waste training for local brownfields residents who can then take advantage of new jobs cleaning up brownfields and other hazardous waste sites.

  • Revolving Loan Fund Pilots (Top)
    The Brownfields Revolving Loan Fund Program is a competitive grant program awarded to communities to set up and offer low interest loans for brownfields cleanups.

  • Voluntary Cleanup Program (Top)
    EPA awards non-competitive grant funding to states to assist in setting up and running Voluntary Cleanup Programs (VCPs). VCPs provide avenues for owners and operators of brownfields properties to efficiently investigate and safely cleanup their sites with minimal state oversight. Through environmental cleanup, VCPs facilitate the use, sale, refinancing, and/or redevelopment of brownfields.

    Redeveloping/Reusing Brownfields Properties(Top)
    EPA's Brownfields Economic Redevelopment Initiative is designed to empower States, communities, tribes and other stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely cleanup and sustainably redevelop and/or reuse brownfields.   • Superfund Redevelopment Initiative (Top)
    The Superfund Redevelopment Initiative is a program where EPA works with communities at Superfund sites as part of the cleanup process to return contaminated sites to productive use. In support of the Superfund Redevelopment Initiative, EPA has developed a Superfund Redevelopment (SR) Pilot Program. The purpose of the SR Pilot Program has provided up to $100,000 in financial assistance and/or services for allowable activities to help political subdivisions, Federally recognized Indian Tribes, and States be more fully involved in predicting future land uses for proposed or final NPL sites where construction of the final cleanup remedy is not yet complete or sites where significant EPA involvement is planned and a cleanup decision is pending. By providing this assistance early in EPA's cleanup decision-making process, ideally in the scoping stage, EPA can encourage community involvement in decisions about reasonably anticipated future land uses when comparing cleanup alternatives.
