Laboratories are responsible for reporting data under the Unregulated Contaminant Monitoring Regulation (UCMR). With the exception of perchlorate and Aeromonas analyses, laboratories certified under 40 CFR 141.28 for compliance monitoring using methods which are also listed as approved UCMR analytical methods are approved to perform UCMR analyses using those analytical methods for UCMR monitoring of specific contaminants.

For UCMR purposes, approval may be granted by an EPA approved certifying authority: State, Region, National Environmental Laboratory Accreditation Conference (NELAC), or primacy agency. UCMR is a direct-implementation rule for which EPA has direct responsibility, rather than a State-primacy rule, so UCMR approval for a laboratory is based on certification by any of the above. If, however, the Public Water System (PWS) wants to collect concurrent compliance data with their UCMR monitoring to reduce the cost burden, they would then need to use a laboratory certified within their state of residence. As with compliance monitoring, it is the responsibility of the PWS to ensure that they are using an appropriate laboratory. They may do so by asking the laboratory to demonstrate that it meets the approval requirements for the UCMR by providing evidence of the certification described above. Most states can provide a listing of certified laboratories.

Laboratories Approved for UCMR Aeromonas Analysis

The following laboratories have passed the Aeromonas Performance Testing (PT) Study, are certified to perform coliform analysis by a membrane filtration method approved under 40 CFR 141.21 or 40 CFR 141.74, and have been approved to analyze Aeromonas samples collected for the Aeromonas Screening Survey monitoring under the UCMR. Approval is contingent upon the laboratory maintaining certification to perform coliform analysis by a membrane filtration method approved under 40 CFR 141.21 or 40 CFR 141.74.

This listing merely denotes certified laboratories which provided acceptable performance data in the Aeromonas PT study and met the requirements to conduct Aeromonas analysis in support of UCMR Aeromonas Screening Survey. This approval is contingent upon these laboratories maintaining State or primacy agency certification to perform coliform analysis by a approved membrane filtration method.

Laboratories Approved for UCMR Perchlorate Analysis

Approval status for UCMR perchlorate analysis is unique and has been further defined by EPA based on criteria identified in Unregulated Contaminant Monitoring Regulation for Public Water Systems; Analytical Methods for Perchlorate and Acetochlor; Announcement of Laboratory Approval and Performance Testing (PT) Program for the Analysis of Perchlorate [Federal Register, Volume 42, Number 65, March 2, 2000, pages 11372-11386]. Perchlorate has unique requirements since laboratories are not currently certified by any state or primacy agency to use the approved perchlorate method (EPA Method 314.0). For all the other assessment monitoring contaminants, laboratories are certified under 40 CFR 141.28 for compliance analysis using one or more of the associated analytical methods in Table 3 of 40 CFR 141.40.

The laboratories listed below have been approved to conduct perchlorate analysis in support of List 1, Assessment Monitoring under the Safe Drinking Water Act's revised Unregulated Contaminant Monitoring Regulation (UCMR 1999). These laboratories have successfully completed and passed the EPA-coordinated Spring or Fall 2000 Perchlorate Performance Testing (PT) Study. At the time of these studies, these laboratories were certified by a State or primacy agency to conduct compliance monitoring for at least one inorganic parameter using an approved ion chromatographic method.
