  • Clean Diesel Fuel Implementation Workshop
    The Clean Diesel Fuel Implementation Workshop is being held from November 15-16, 2004 at the Astor Crowne Plaza in New Orleans, Louisiana. The workshop is geared to refiners, pipeline operators, terminal operators, marketers and end-users of diesel fuel who may be subject to, or affected by, the low and ultra-low sulfur requirements for nonroad and highway diesel fuels.

  • October 13, 2004 - EPA SmartWay Program Awards $1 Million in Grants to Decrease Truck Idling around the Country
    EPA Administrator Mike Leavitt has announced the award of $1,000,000 to nine states and nonprofit organizations.  This is part of the Smartway Transport Partnership, a national voluntary program developed by EPA and freight industry representatives to reduce air pollution and greenhouse gases and to promote cleaner, more efficient ground freight transportation.

  • October 7, 2004 - 2005 Fuel Economy Data

  • Fuel economy information for 2005 cars, trucks, SUVs and vans is now available to help consumers make good environmental choices when purchasing new vehicles. This is the 30th year that the Environmental Protection Agency and Department of Energy has provided this information to the public.

  • September 29, 2004 - EPA Recognizes Best Workplaces for Commuters from the Fortune 500 Companies.
    Sixty-nine Fortune 500 companies have been designated as Best Workplaces for CommutersSM (BWC). Exit EPA disclaimer  These companies offer their employees outstanding commuter benefits and encourage switching from stressful drive-alone commutes to more environmentally-friendly options such as transit or telecommuting.  As a result, they are helping improve air quality, reduce congestion, and enhance quality of life for their employees while saving millions of gallons of gasoline every year.  EPA additionally recognized the BWC FORTUNE 500 employers with the highest percentage of U.S. employees eligible for these benefits by showcasing them in the inaugural "Top 20" list.

  • Summary and Analysis of Highway Diesel Fuel 2004 Pre-Compliance Reports
  • Any refiner or importer planning to produce or import highway diesel fuel in 2006-2010 is required to submit to EPA pre-compliance reports. This documents provides a summary and analysis of the reports that we received in June 2004, including comparisons to the reports received in June 2003. This preliminary information generally follows the trends that were found in the 2003 reports, namely that: 1) the industry is on target for complying with the 15 ppm sulfur standard on time; 2) highway diesel fuel production will be sufficient to meet demand; and 3) 15 ppm sulfur diesel fuel will be widely available nationwide.

  • September 13, 2004 - EPA SmartWay Program Awards $100,000 Grant to Arkansas

  • Withdrawl of Adequacy Findings for the Washington, DC Area

    At the request of the District of Columbia, Maryland and Virginia, EPA has withdrawn the adequacy findings for the Washington, DC ozone area's 2015 and 2020 transportation conformity emissions budgets.  Effective immediately these budgets are no longer required to be used in conformity determinations . This action does not affect any other emissions budgets

  • Information is available on truck stop codes and electrical standards, a stationary idle reduction technology.   Having collected this information at a national workshop that it held to help industry leaders to develop consistent standards, EPA seeks any additional information available from the general public.  The deadline for comments is October 9, 2004.

  • Technical Guidance for Mobile6.2
    EPA has posted Technical Guidance on the Use of MOBILE6.2 for Emission Inventory Preparation.nbsp; This guidance replaces previous MOBILE6 Technical Guidance, adding guidance on new input options in MOBILE6.2 and revising some existing guidance.

  • EPA announced two additions to its series of Clean Diesel Programs.  First, the Clean Air Nonroad Diesel Rule part of the suite of inter-related rules collectively known as the Clean Air Rules of 2004, combines more stringent emission standards for engines used in nonroad diesel equipment with cleaner nonroad diesel fuel, which will result in significant environmental and public health benefits.  In a separate action, EPA is announcing its intent to propose new emission standards for locomotives and marine diesel engines.

  • Diesel Retrofits to Benefit Sensitive Populations – Grant Competition
    EPA's Voluntary Diesel Retrofit Program is now accepting grant applications to assist in implementing projects that demonstrate the innovative usage of EPA verified pollution control equipment in reducing emissions from diesel fleets, including nonroad fleets, that affect sensitive populations – such as children, the elderly, and the chronically ill – who are more susceptible to the effects of diesel exhaust.  Applications will be accepted from state, local, multi-state, and tribal agencies, and non-profit organizations.  The total estimated funding for this project is up to $1,500,000.

  • "Light-Duty Automotive Technology and Fuel Economy Trends:  1975 Through 2004"
    This report provides data on the fuel economy and technology usage characteristics of light-duty vehicles (cars, vans, sports utility vehicles (SUVs), and pickup trucks) for model years 1975 through 2004.  Since 1997, fuel economy has been relatively constant, ranging from 20.6 to 20.9 miles per gallon (mpg).  Model year 2004 vehicles are estimated to average 20.8 mpg.  Fleet-average fuel economy peaked in 1987 at 22.1 mpg, but has declined since then due to the increasing popularity of less fuel-efficient light trucks, particularly SUVs.

  • Conformity SIP Submissions for Southeast Desert and Ventura, California

    EPA is currently conducting adequacy reviews of the budgets proposed in the Southeast Desert ozone rate of progress plans and attainment demonstration for 2005 and 2007 and the budgets proposed in the Ventura ozone attainment demonstration for 2005.

  • EPA Policy Guidance on the Adoption and Use of SIP Transportation Control Measure Substitution Mechanisms
    On April 7, 2004, EPA issued guidance for the adoption and use of transportation control measure (TCM) substitutions.  The policy guidance describes a process where TCMs in approved state implementation plans (SIPs) can be replaced with different TCMs without EPA conducting notice and comment rulemaking on individual substitutions.  A TCM substitution mechanism is intended to help states with TCMs in their approved SIPs meet the Clean Air Act's conformity requirements for timely TCM implementation.  By providing this flexibility, more states may be encouraged to include TCMs in their SIPs.

  • Through the SmartWay Transport Parntership, EPA announces the availability of $800,000 in grants to states and non-profit organizations and solicits proposals to demonstrate the emission reduction and fuel saving benefits associated with truck idle reduction technology deployed at strategic locations along major interstate highways.

  • World's First EPA Full Hydraulic Hybrid SUV
    On March 8, 2004 at the Society of Automotive Engineers' World Congress in Detroit, Michigan, EPA unveiled a Ford expedition SUV retrofitted with a hydraulic full hybrid powertrain that has been patented by EPA.

  • Highway Diesel Progress Review Report 2
    EPA met with more than 20 companies over the last year and a half to compile an extensive review of the progress by industry to develop clean diesel technologies for the heavy-duty 2007 diesel emission regulations.  The report documents work from a wide variety of government and industry sources to reach its conclusions regarding 2007 readiness.

  • MOBILE6.2 Model
    EPA's Office of Transportation and Air Quality released a final version of MOBILE6.2 on February 25, 2004.  MOBILE6.2 is a computer model of emissions from cars, trucks, and motorcycles.   The new model includes updated particulate emission factors that account for new regulations of particulate emissions, updated vehicle population and activity data, and an easier methodology for estimating the emissions of mobile source air toxics.  The final version also includes a further reduction in future CO emissions to better account for the effect of new emission standards on car and light truck emissions.

  • Mobile Source Observation Database (MSOD) User Guide
    The Mobile Source Observation Database User Guide and Reference (EPA420-B-04-004, February 2004) has been updated. The guide provides detailed information on the MSOD design and input data design. The User Guide also provides MSOD's input file structures which allow a user to use EPA's data checking quality control software to review emission data.

    On February 9, 2004, EPA Administrator Mike Leavitt joined 52 freight shippers and carriers from around the nation to promote the SmartWay Transport Partnership.  The SmartWay Transport Partnership is a major voluntary program that will increase the energy efficiency and energy security of our country, while significantly reducing air pollution and greenhouse gas emissions.

  • Rollout of the Tier 2 Vehicle and Fuel Program
    On January 26, 2004, EPA Administrator Mike Leavitt joined with leaders from the auto and oil industries to acknowledge the start of the major Tier 2 Vehicle and Gasoline Sulfur Program.  The Tier 2 Web site has also been redesigned for easier navigation.
